Preheat oven to 350°F [175°C].
Toast pecans 5-8 minutes.  Let cool.
Prepare 8" [20 cm] or 7” x 11” [18 cm x 28 cm] pan by lining with foil.

Whisk together dry ingredients & set aside.

Cream together butter and sugars.
Add eggs and beat well.  Blend in vanilla.
Stir in dry ingredients and mix well.
Stir in pecans.

Spread into prepared pan and bake 28-33 minutes.
Remove pan to rack & cool completely.
Lift cake out of pan by foil.  Carefully peel off foil.

Heat butter, sugar & milk and stir until sugar is completely dissolved and mixture is smooth.
Remove from heat & let cool 5 minutes.
Add icing sugar and vanilla and beat until spreadable.
If icing seems too thin, cool further by setting the bowl in another bowl of ice water.
Spread over bars and top with pecan halves.
Cut into squares.
